Starting from April 2026, Fixed Penalty Notices (FPNs) for fly tipping have increased to the new upper limit of £1000. This is in line with the government’s maximum FPN amount permitted for illegally dumping waste.
Dacorum Borough Council’s Environmental Enforcement Team thoroughly investigates every reported incident to identify where possible the responsible party and the origin of the waste. Once identified, a Fixed Penalty Notice will be issued, or more evidence gathered for further prosecution.
In areas where fly-tipping occurs frequently, an assessment will be conducted to designate it as a fly tipping hot spot.This will enable additional targeted enforcement measures, including:
- Collaborating with key partners for joint operations.
- Conducting road stops with the police to check waste carriers.
- Increasing patrols.
- Installing signage.
- Implementing camera surveillance.
Councillor Robin Bromham, Dacorum Borough Council’s Portfolio Holder for Neighbourhood Operations, said:
“Fly-tipping degrades our neighbourhoods, country lanes and laybys costing significant amounts to clear. This level of Fixed Penalty Notice is a stronger deterrent, particularly to those who commit waste crime for profit.
“Our Enforcement Team will gather evidence, seize vehicles where possible, issue fixed penalty notices and instigate prosecution proceedings in our continued efforts to combat fly tipping across the borough.
“I encourage everyone to report any instances of fly-tipping online using the council’s ‘report fly-tipping’ portal on My Dacorum, together with any evidence which could lead to a conviction.”
