Dacorum response to dangerous parking outside Londis

The issue you have described is similar to the parking concerns previously experienced outside the One Stop shop on the High Street, which were significantly improved through the installation of bollards.

Enforcing parking restrictions on double and single yellow lines can be challenging, as Civil Enforcement Officers are required to observe a vehicle for a period before issuing a Penalty Charge Notice (PCN). This observation period allows officers to determine whether exemptions may apply, such as loading/unloading activities or passengers boarding or alighting. In addition, officers must record detailed evidence and information on their handheld devices before a PCN can be issued. As a result, the enforcement process can take several minutes, which may provide enough time for some motorists to park briefly, visit a nearby shop, and leave before enforcement action can be taken. Officers must also be physically present at the location for a PCN to be issued.

Despite these challenges, our officers issued six PCNs on the High Street during the last month. Unfortunately, none of these were issued to vehicles parked on the yellow lines outside Londis, likely for the reasons outlined above.

In response to your concerns, I have spoken with our enforcement contractor, Saba Park Services, and have requested increased enforcement activity in the area. From next week and for the foreseeable future, officers will carry out a minimum of three visits per week to the High Street at varying times. Where vehicles are found parked in contravention of parking restrictions, and the required observation period has been completed, a PCN will be issued. We hope that consistent enforcement will act as a deterrent and encourage greater compliance with the restrictions.

While we are unable to commit to maintaining three visits per week indefinitely, as enforcement resources must be deployed across the borough, we remain committed to responding to reports of parking issues wherever possible.

If residents observe vehicles parked in contravention of parking restrictions, I encourage them to report the matter directly to Saba Park Services so that an officer can be deployed to the location if resources allow.

Reports submitted through this service are automatically forwarded to Saba Park Services, who will arrange for a Civil Enforcement Officer to attend the location as soon as operationally possible.
